El Salvador began buying bitcoin for the public balance sheet in September 2021 and has continued through every phase of the price cycle, including after the January 2025 amendments made under its IMF programme.
The position
The government publishes holdings through the Bitcoin Office and a public address, so the balance is independently verifiable even when the announcements are not. Cost basis is estimated from announced purchase dates and market prices, which is why the figure above is an estimate rather than an audited number.
What changed in 2025
The $1.4bn IMF arrangement required bitcoin acceptance by merchants to become voluntary and removed bitcoin as a means of tax payment. It did not require the state to sell its holdings, and it has not.
Background on the policy is in bitcoin in El Salvador.
